Logging Aftermath — Active Concession, Siberut

The Crisis

Active destruction.
Documented. Named.

Commercial logging operations across the Mentawai archipelago currently threaten 254,384 hectares — 67% of total landmass. Without intervention, primary forest will fragment into non-viable patches within 12–18 months, pushing endemic primate populations below minimum viable thresholds.

Local communities currently receive 5.6% of timber profits whilst bearing the full environmental cost of extraction.

Structural Conservation Finance

Hard-coded into
the economic engine.
Not dependent on it.

MCF is pioneering Structural Conservation Finance — a model where the funding to protect nature is embedded directly into the economic infrastructure of the Mentawai Bay Special Economic Zone (SEZ). Every commercial transaction within the SEZ will automatically route 1.75% to the MCF conservation mandate via the Torqua Green Reserve.

MCF is established in strategic partnership with Mentawai One Pte Ltd, the master developer of the SEZ. As Mentawai One's commercial engine grows, so does MCF's conservation capacity — automatically, proportionally, and without dependence on charity or political budgets.

Fiduciary Oversight

Tier 1 — Singapore

MCF Singapore holds ultimate fiduciary authority over all conservation funds. A 5-member board (3 Singapore directors + 2 Indonesian community representatives) governs all capital with annual Big 4 public audits.

Local Stewardship

Tier 2 — Indonesia

Yayasan Konservasi Mentawai manages local allocation via a 7-member board: 4 Mentawai community elders and 3 scientific/technical experts. Indigenous sovereignty is structurally embedded.

Operations & Transparency

Tier 3 — Field

On-the-ground execution with real-time transaction visibility via the Formance Ledger blockchain, an independent anti-corruption officer, and a secure whistleblower system.

Strategic Partner

Mentawai One

MCF is established in partnership with Mentawai One Pte Ltd, master developer of the Mentawai Bay SEZ. Mentawai One provides the economic engine; MCF operates as its independent conservation conscience.

Built-In Anti-Corruption Architecture

Indonesia scores 37/100 on the Corruption Perceptions Index. MCF's governance addresses this structurally — not by policy, but by architecture. All Torqua transactions are recorded on the Formance Ledger (public blockchain), an independent anti-corruption officer oversees field disbursements, and dual-signature protocols apply to all material capital movements. Corruption is disrupted at the infrastructure layer before it can take root.

The People

64,000 people.
Stewards for 4,400 years.

The Mentawai people have stewarded Siberut's ecosystems for millennia through the Sikerei — their traditional knowledge system, healing practices, and deep ecological understanding passed across generations.

Today, they receive 5.6% of the profits from timber extraction that destroys their forests, their culture, and their future. MCF's mandate is not only ecological — it is economic justice.

A $25M community transition fund provides 24-month income replacement for families currently dependent on logging, paired with skills training, healthcare, and micro-enterprise support.

"Mentawai Bay will be defined not only by what we build — but by what we protect, restore, and return to the people."

Ecological Inheritance

Found nowhere else on Earth.

65% of Siberut's mammals are endemic. Once these ecosystems fragment beyond recovery, these species cease to exist — not just here, but everywhere.
